SOCIAL AND ECONOMIC SITUATION IN EIGHT MONTHS OF 2013

Together with this, provinces in the South also harvested 1,176,800 hectares of summer-autumn rice, equaling the figures in the same period last year. According to preliminary reports, the country’s summer-rice yield in this year reached an estimated amount of 11.2 million tons, down 80,000 tons from last year’ same crop, with estimated productivity of 5,220 kilograms per hectare, down 50 kilograms per hectare.

The progression of cultivating vegetables was generally sooner than that in last year’ same crop. As of mid-August, there were 963,100 corn-cultivated hectares, equaling 106.6% from 2012’ same period; 124,200 sweet potato cultivated hectares, equaling 109.6%; 109,400 soybean-cultivated hectares, equaling 111.3%; 196,200 peanut cultivated hectares, equaling 101.4%; and 826,600 vegetables cultivated hectares, equaling 105.7%.

As estimated, the country’s flock of buffalos decreased by 2.5%, flock of oxen by 3% from 2012’ same period. Only the flock of cows showed a stable development as milk price was stable enterprises extended their scale of breeding. Pig breeding was not stable; the country’s flock of pigs was estimated to reduce by 1-1.5% from 2012’ same period. Raising of fowls met many difficulties as selling price was low; although poultry epidemic disease was controlled there was still risk of breaking out, this created an worried psychology for breeders; the country’s flock of fowls were estimated to decreased by 1.5-2% from the same period last year.

Forestry

Generally, the country’s newly planted concentrated area in 8 months reached an estimation of 110,000 hectares, rose 10.3% so v?i cùng k? nam 2012; percent from last year’ same period; dispersed planted trees reached 142 million, up 2.3%; wood production 3,312,900 m3, up 6.7%; firewood production 20 million Ste, up 1.9%.

Damaged forest area was 1,415 ha, hectares, reduced by 45.6 percent against last year’ same period, of which 868.8 hectares were burnt area, down 54.6%; and 546.2 hectares were destroyed area, down 0.3%.

Fishery

Generally, estimated fishing production in 8 months reached 3,789,800 tons, rose 1.9 percent from last year’ same period, of which farmed products reached 2,074,100 tons, up 0.7%; caught products reached 1,715,700 tons, up 3.3%.

Industry

As estimated, August’s Industrial Production Index (IPI) rose 4.4% percent from last year’ same period. Of which the mining and quarrying decreased by 5.2% (mainly due to gradual decrease in  extracted crude oil and natural gas in ending months of the year according to the plan of Petro Vietnam); the manufacturing increased by 6.9%; power generation and supply by 8.4%; water supply and wastes treatment by 9.5%.

Eight months’ IPI was estimated to grow 5.3 percent from the same period last year. Of which the mining and quarrying (which represented 21.3% of value added in the industrial sector) rose 0.3percent; the manufacturing (represented 70.9%) up 6.5%; power generation and supply (represented 6.7%) up 8.4%; water supply and wastes treatment (represented 1.1%) up 9.3%.

Of the general 5.3% growth rate, the mining and quarrying contributed 0.05 point per cent; the manufacturing 4.6 points per cent; power generation and supply 0.55 point per cent and  the water supply and wastes treatment 0.1 point per cent.

Consumption index for the manufacturing in 7 months of 2013 rose 9.2 per cent from last year’ same period. Stock index as of 01/8/2013 of the manufacturing rose 9 per cent from last year’ same period. Its stock index in July was 70% and was 74.6% in 7 months on average. The manufacturing showed good signals with gradual increase in consumption index and gradual decrease in stock index since the beginning of the year: Consumption index rose 4per cent in 1st Quarter, 8.3per cent in 6 months and 9.2percent in 7 months; Stock index as of 01/4/2013 rose 13.1percent, as of 01/7 rose 8.8percent and as of 01/8 rose 9percent.

Employment index for industrial enterprises as of 01/8/2013 rose 2.6percent from last year’ same period. Of which the state sector decreased by 1%; the non-state sector by 0.1%; the FDI sector increased by 5.6%.

Investment

Generally, eight months’ realized investment capital from the state budget reached 126,900 billion dong, equaling 64.5% of the yearly plan and declined 2.3 percent from the same period in 2012. Of which, capital under central management capital under local management was 26,400 billion dong, equaling 65.9% of the yearly plan and reduced 15.4 percent from the same period in 2012; capital under local management reached 100,500 billion dong, equaling 64.2% and up 1.9% respectively.

Attraction of FDI from the beginning of the year to 20/8/2013 hit USD 12,627.9 million, equaling 119.5% from the figures in last year’ same period. Of which, registered capital of 769 newly licensed projects reached USD 7,404.6 million, equaling 92.2% of licensed projects and 112.2% of registered capital; additional registered capital of 297 times of projects licensed from previous years was USD 5,223.3 million. Estimated realized FDI in 8 months of 2013 reached USD 7.6 billion, rose 3.8 percent from the same period last year.

Of the total registered FDI in all sectors in 8 months of this year, the manufacturing gained USD 10,817 million, accounted for 85.7% of total registered capital; the real estate business USD 588.1 million, accounted for 4.7%; other sectors USD 1,222.8 million, accounted for 9.6%. 47 provinces and cities over the country had newly licensed FDI projects from 45 countries and territorial regions.

Government revenues and expenditures

As of 20/8/2013 credit was estimated to grow 5.4percent from 12/2012; total means of payment increased by 8.4%; the balance of customer deposits at credit institutions increased 9.5% estimate.

Total Government revenues from the beginning of the year to 15/8/2013 were at an estimation of VND 461 trillion, equaling 56.5% of the yearly estimate, of which domestic revenues reached VND 299.6 trillion, equaling 54.9%; from crude oil VND 67.3 trillion, equaling 68%; from export-import balance VND 90.3 trillion, equaling 54.2%. Of the domestic revenues, collecting from state enterprises was VND 89.8 trillion, equaling 51.5% of the yearly estimate; from FDI enterprises (excluding crude oil) VND 67.5 trillion, equaling 62.8%; from non-state industrial, commercial and service taxes VND 65.1 trillion, equaling 54%; from individual income tax VND 32.1 trillion, equaling 58.6%; from environment protection tax VND 7.1 trillion, equaling 49.7%; and from other fees VND 6 trillion, equaling 57.7%.

Total Government expenditures from the beginning of the year to 15/8/2013 were at an estimation of 563 trillion dong, equaling 57.6% % of the yearly estimate, of which spending for investment development reached  98.2 trillion dong, equaling 56.1% (spending for capital construction only was 95 trillion dong, equaling 55.9%); spending for economic and social development, national defense and security (including spending for salary reform) was at an estimation of 400.7 trillion dong, equaling 59.4%; paying debts and aids was 64.1 trillion dong, equaling 61.1%.

Total retailed sales of consumer goods and services


Generally, eight months’ total retailed sales of consumer goods and services reached 1,705.9 trillion dong, rose 12.3 percent from the same period last year, if the factor of inflation were excluded, it would be 5.1%. Of which, the trade business gained 1,310.5 trillion dongs, represented 77% and up 11.6%; the hotel and restaurant 205.7 trillion dong, 12% and 15%; the service 173.2 trillion dong, 10.2% and 14.9%; the tourist 16.5 trillion dong, 1% and 6.7% respectively.

Exports-Imports


Generally, eight months’ export turnovers reached USD 84.8 billion, rose 14.7 percent from last year ‘same period, of which the domestic economic sector reached USD 28.7 billion, up 3.1%; the FDI sector (including crude oil) hit USD 56.1 billion, showing a high growth rate of 21.6%. Prices of agricultural products tended to partly decrease, this impacted on the export turnovers.

Generally, seven months’ import turnovers reached USD 85.4 billion, rose 14.9 percent from last year ‘same period, of which the domestic economic sector reached USD 37.1 billion, up 4%; the FDI sector hit USD 48.3 billion, showing a high growth rate of 25.1%. This indicated that the domestic sector still met many difficulties. Main imported items were raw materials and accessories for assembling.

Eight months’ trade deficit was USD 577 million, equaling 0.7% of total export turnovers, of which the domestic sector had trade deficit of USD 8.4 billion; the FDI sector had trade surplus of USD 7.8 billion.

Consumer price indexes (CPI)

August’s CPI rose 0.83percent from July. This month’s high CPI mainly resulted from Hanoi’s adjustment of health service, which made the group of medicines and health service over the country raised 4.11percent from July, contributed 0.23percent to CPI’s general growth. Besides, gasoline price rise in June and July made CPI of petrol group increase by 2.5% against the previous month, contributing 0.1% to CPI’s general growth. Groups of goods and services having higher CPI than the general were: medicines and health service 4.11% (health service 5.09%); transport 1.11%; education 0.9% (educational service 0.86%); housing and construction material 0.88%. Other groups having lower or decreased CPI were: catering and related 0.54% (grain food 0.7%; foodstuff 0.62%); garments, hats, footgear 0.44%; drinks and tobacco 0.27%, family appliances 0.27%,  postal and communicational service down 0.02%.

August’s CPI rose 3.53 percent from 12/2012 and 7.5 percent Eight months’ average CPI rose 6.90 percent compared to that in 2012’ same period.

August’s gold price index rose 0.32percent from July; declined 20.17percent from 12/2012; and 13.43percent from last year’ same period. August’s USD price index rose 0.06percent from July; 1.59percent from12/2012 and 1.63percent from 2012’ same period.

Carriage of passengers and cargos


Eight months’ passenger carriage reached an estimate of 1,974,100 arrivals; raised 4.9percent and 83billion passengers-kilometers rose 4.3 percent from the same period in 2012. Of which central transport reached 23.5 million participants, increased by 3.2% and 19.4 billion passengers-kilometers by 4.1%; local transport reached 1,950.6 million arrivals, rose 4.9percent and 63.6 billion passengers-kilometers by 4.4%. Transport by road reached an estimate of 1,853.8 million arrivals, rose 5.1% and  60.4 billion passengers-kilometers by 4% from last year’ same period. Similarly, by river: 11.3 million arrivals, up 5.8% and 17.5 billion passengers-kilometers up 6.3%; by rail: 8.5 million arrivals, down 1.2% and 3.1 billion passengers-kilometers down 0.5%; by sea: 3.2 million arrivals, up 4.5% and 162 million passengers-kilometers up 4.2%.

Eight months’ cargo carriage reached an estimate of 657.5 million tons, rose 3.5percent and 130.9 billion tons-kilometers, slowed down 2.9 percent from last year’ same period, of which the domestic transport gained 637.2 million tons, rose 3.9percent and 59.7 billion tons-kilometers  by 4.2percent; overseas transport reached 20.3 million tons, decreased  by 7.3% and 71.2 billion tons-kilometers  by 8.1%. Local transport in 8 months gained 619.2 million tons, rose 4.2 percent and 59.4 billion tons-kilometers  by 3.5percent from last year’ same period. Transport by road achieved 496.7 million tons, increased by 4.2% and 29.9 billion tons-kilometers  by 5.4%; by river: 117.2 million tons, grew by 4.7% and 25.3 billion tons-kilometers by 3.8%; by sea: 39 million tons, reduced by 6.6% and 72.8 billion tons-kilometers  by 7.8%; by rail: 4.4 million tons, decreased by 4.3% and 2.5 billion tons-kilometers by 5.1%.

International visitors to Viet Nam

Estimated international visitors to Viet Nam in eight months of this year reached 4,875,400 arrivals, rose 7.9 percent from last year’ same period. Of which visitors coming for tourist purposes were 2,987,600 arrivals, rose 10.8percent; for business purposes 815,000 arrivals by 5.8%; for visiting relatives 812,800 arrival by 5.1%.

Social issues

Farmer’s food shortage


Generally, the country in 8 months had 371,500 households suffered from food shortage, declined 3.8percent from last year’ same period, equaling 1,558,100 hunger persons, reduced by 4.3%. To overcome the problem, all administrative levels and sectors since the beginning of the year have provided difficult families with 25,400 tons of food and 13.3 billion dong; In August only 1,600 tons of food and over 500 million dong were provided.

Epidemic diseases and food poisoning

Generally, the country in 8 months of this year had 46,200 cases of hand, foot, mouth disease (18 died); 35,700 cases of hemorrhagic fever (23 died); 479 cases of virus encephalitis (10 died); 394 cases of typhoid; 18 cases of meningococcal meningitis (03 died) and 2 cases of A (H5N1) flu (01 died).

More 542 HIV-infected cases were found in the month, bringing the number of HIV infected living persons over the country as of 17/08/2013 to 214,800, of which 63,000 persons turned to AIDS. The country’s deaths by AIDS as of 17/08/2013 were 63,900 persons.

Generally, the country in 8 months had 95 cases of food poisoning, infecting 2,600 persons, of which 17 died.

Environmental and fire protection

The country in eight months had 1,600 serious cases of fire and explosion, killing 70 persons and injuring 138 others. Estimated damage valued about 549 billion dong.

4,700 environment violated cases were found in 8 months, of which 2,400 cases were treated with 1.1 trillion dong fines.

Traffic accidents

Generally, the country in eight months had 7,269 cases of traffic accident, killing 6,330 persons and injuring 4,408 others; 12,189 collided cases, injuring 14,950 persons. In comparison to the same period last year, cases of traffic accident increased by 3.6%; the deaths by 3.2%; the injured decreased by 13.6%; collided cases decreased by 13%. On average, each day in 8 months of the year had 30 cases of traffic accident, killing 26 persons and injuring 18 others.

Natural calamity

Generally, natural calamity in 8 months made 115 persons died and lost and 199 others injured; 1,100 houses collapsed and swept away; 68,000 houses flooded and damaged; 57,000 hectares of rice and 38,000 hectares of vegetables inundated and damaged. Some provinces suffered heavy loss: Quang Binh (23 persons died and lost); Lao Cai (18,700 houses were collapsed); Bac Giang (16,700 hectares of rice and vegetables were flooded and damaged). Total damage caused by natural calamity valued nearly 2.7 trillion dong estimate, of which Lao Cai lost nearly 385 billion dong; Thanh Hoa lost 358 billion dong.
